Research On Optimizing The Welfare System For The Elderly Disabled

The number of elderly disabled in China is very large.Now elderly disabled has been the majority of the disabled people replacing the disabled in the working age.As the number of elderly disabled continues growing,so does the needs for elderly disabled's welfare.The expansion of welfare demands make higher demands on the welfare supply system.At present,there are many problems in the welfare supply system for the elderly disabled in China,and it is difficult to fully meet the welfare needs of the elderly disabled.Under the background of the new concept of disabled people maturing and widely recognizing,it is imperative to research how to optimize the welfare system for the elderly disabled.This paper uses such research methods as literature research,comparative research,qualitative analysis combining with quantitative analysis to research.This paper combines the concepts of welfare pluralism,positive welfare and social integration on the basis of clearly defining the concept of the welfare system for the elderly disabled.This paper studies the welfare demand side and welfare supply side of the elderly disabled,explores the causes of the gap between supply and demand,and explores to optimize the welfare system for the elderly disabled and social integration of elderly disabled based on learning the practical experience of developed countries.The welfare system for the elderly disabled is a welfare entirety supplying by multi-subjective joint participation,including institutionalized social assistance system and social insurance system,specialized welfare services,socialized social interaction and social integration.The elderly disabled is the object of this welfare system.The positive welfare thought provides the theoretical basis for optimizing the welfare system for the elderly disabled.The welfare pluralism theory provides the analytical perspectives for it,and the social integration theory provides the implementation ideas for it.Now,the welfare demands of the elderly disabled in China are characterized as unity of homogeneity and heterogeneity.On homogenous level,the demands of the elderly disabled have comprehensive,multi-level and basic characteristics,showing close correlations with the age,physical condition and income condition.On heterogeneity level,the demands of elderly disabled are significantly different in the disability category,urban and rural areas and regional dimensions.There are some problems in the welfare supply for the elderly disabled,such as the weak demand responses,insufficient supply,the large gap between supply and demand.The reason are focus on three problems in the welfare supply side of the elderly disabled in China:the subjects position is vague and the supply is insufficient;the total supply is insufficient and the supply level is low;the cooperation mechanism of the supply system is imperfection and the system construction is imperfection.The practical experiences of the three developed countries in the United Kingdom,the United States and Japan can provide reference based on the current situation of welfare supply and demand for the welfare elderly in China.On supply subject level,multi-participation should be leaded by government.On supply system level,both subsidies and services should be guaranteed.On the basis of guarantees level,the implementation of legislation is first.Based on the analysis of the welfare supply and demand of the elderly disabled in China and the advanced experiences of developed countries,the optimization of the welfare system for the elderly disabled in China should focus on four aspects.At the level of guiding philosophy,it is necessary to absorb advanced concepts and apply them to practice,for example,legislative practice provides legal basis for optimizing the welfare system for the elderly disabled.At the level of supply subjects,it is necessary to make scientific position of the multiple supply subjects for the welfare of the elderly disabled,and establish a supply and cooperation mechanism.On the basis of expanding the supply of specialized welfare of each subject,it is necessary to explore the welfare integration supply mechanism to improve the welfare supply efficiency and demand response of the elderly disabled.At the level of supply contents,through the construction of economic security and service guarantee in parallel to achieve the comprehensive protection of the welfare of the elderly disabled.At the level of emotional integration,through the elimination of objective social identity barriers and the subjective psychological barriers of the elderly disabled to promote the two-way interaction between the elderly disabled and the public,and achieve the society of the elderly disabled Integration and community integration of the whole society.
