From the early 1970's, transboundary movement of waste has appeared in the world. Some of the developed countries transferred waste to other countries legally or illegally, particularly to developing countries. Transboundary movement of hazardous wastes bring negative impact on ecological environment and the health of the people of developing countries, which was the most serious global environmental problems on the end of the last century. As an international transfer of pollution means, Transboundary movements of hazardous wastes infringed environmental rights of other countries , breach both the basic principle of international environmental law and the goals of sustainable development.After enormous effort, the international community currently has made a multi-level legal framework controlling trans-boundary movements of hazardous wastes. This framework revolving about " the Basel Convention Controlling Trans-boundary Movements of Hazardous Wastes and Their Disposal " is composed of global and regional conventions,bilateral agreements and domestic legislation, etc.This paper consists of six parts. The first second parts summarize the Trans-boundary Movements of Hazardous Wastes and analyze their background and causes. The two parts emphasize the definition of Hazardous Wastes and their Trans-boundary Movements of Hazardous Wastes. The third and fourth parts introduce the legal system of trans-boundary movements of hazardous wastes and this system's principle. Among these, hazardous wastes minimization principle, the international liability regime of trans-boundary movements of hazardous wastes and the international civil environmental liability system are the focus of this paper. The sixth part presents the countermeasures of coping with the trans-boundary movements of hazardous wastes.
