For the increasing scale, the complex structure, the huge investment and the widespread Influence, the contemporary engineering activities which had increased their innovation, function, uncertainty of their development and the unpredictable risk had caused many social problems and moral problems. The subject of engineering responsibility is the important one of the problems.The paper pointed out the seriousness and complexity of the problem of the subject of the engineering responsibility based in analysis of the related concepts and the two cases including the incident of the space shuttle Challenger and the incident of the Sanlu milk powder. The paper has analysis and discussed about the absent of the subject of the engineering responsibility, the value puzzles caused by the conflicts of interest in the engineering practice, the dilemma of the responsibility because of the absent of the uniform standard by analysis the reason and the solution of the problem of the subject of the engineering responsibility. The aim is to find out the subject by the analysis. That means to find out who must be responsible for the negative consequences. Moreover, even if we found the one, it is also a question if he or they have the ability to be responsible for it.
