A Research On The Transformation Of County Government Functions In The Field Of Vision Of Scientific Development

Government functions refer to the responsibilities that a government takes for the country and the management of social public affairs.In modern China county government is an institution that takes the power of the country,whose basic unit is county.It is also an institution in which the central government's functions should be performed concretely.County government carries its basic missions and the development theme of the country.Therefore county economy has become the economy of all the civilians in the country.The performance of county government functions will directly affect the development of the country.Doing research on county government functions is of great theoretical and realistic significance.At present the theme of development on the basis of scientific outlook on development has created a total new era in China.It has also given great impetus to the economy,the politics,the culture and the construction of the society.The changes of economic system and development approach require that county government functions should be reformed and improved constantly.Based on both theories and practice,the thesis analyzes the influences that scientific development has on the transformation of county government functions.It also discusses what roles a county government should take and how it can effectively carry out its functions transformation.The thesis consists of three parts besides an introduction.The first part mainly interprets the history of development,the functions of county government and objective requirements that scientific development makes for the transformation of county government functions.The second part summarizes the main achievements gained on the transformation of county government functions.Then it puts forward the major problems existing in the transformation on the background of scientific development.
