On The Transformation Of Public Service Function Of County-level Government Under The New Economic Normal

In May 2014,general secretary Xi Jinping stressed the phase characteristics of "new normal economy" in the course of investigation and research in Henan,and pointed out that the current economic and social development in China is in a critical period of transition.Since the eighteen years of the party,the Party Central Committee with Comrade Xi Jinping as the core has paid more attention to the transformation of the functions of the government's public service,requiring the decentralization of administrative examination and approval authority,the rational division of administrative authority and the optimization of government services.In recent years,the central and local governments have implemented the reform of the government functions of "putting,putting,managing and serving" in accordance with the central government's unified deployment.From the point of view of government function,the government mainly has several functions,such as political rule,social management and public service.To create a service-oriented government under the current economic background of the "new normal",improve the social public service system,accelerate the transformation of government functions,the government must adjust the focus of the work,the transformation of public service functions,to provide quality and efficient public services to achieve the masses in the first place.The government is in the level of government organization in our country based on the most important link,to a level of government organization is the process of the public policy implementation,its main function is for the county public supply and quality of the public service.Therefore,the county provides public products and services are deeply influenced by the ability of public service,it also determines whether the county government can maximize the county public demand,more important is that it is of great significance to regional social stability and harmonious development.First of all,this paper summarizes the definition of the new economic norm and the public service function of the county government.Then,it summarizes the development achievements of the transformation of the public service function of the county government in our country,and analyzes the problems faced by the transformation of the public service function from the perspective of the new normal economy.Finally,based on the current situation,put forward for the realization of our county government's public service functions,from the function definition,concept and institutional mechanisms,personnel and other aspects to improve: the responsibility and authority of the county government reasonable definition,clear the county government's public service duties and scope,and optimize the public service level and capacity of the county within the scope of the transformation of county government;the "official standard" ruling concept and cognition light weight management service concept,establish and provide quality services to citizens of the "citizen centered" concept of ruling;constructing and perfecting the county within the scope of the public service system,to provide adequate protection for the county government to enhance public service level;improve the public service technology,create efficient high quality,have both ability and political integrity civil servants,provide technology and people to realize the transformation of county government public service functions Member support.
