Research On The Issues Of Our Government Function Transformation

Communiqué of the Third Plenary Session of the 18 th Central Committee of the CPC put forward specific requirements that we must transform government functions reliably, deepen administrative system reform, innovate manners of the administration,so that we could fulfill government functions comprehensively and correctly. This is an inevitable requirement about deepening the reforms in an all-round way when China’s economy stepped into the sustained high-speed “New normal”.During 30 years of Reform and Opening, with the economic system transforming from planned economy to market economy, the function constructions of governments at all levels changed correspondingly, from versatile government to service-oriented government. In this situation, administrative efficiency of the government improved significantly, the credibility and execution enhanced further. However, there still existed many drawbacks such as definitions of the functions weren’t clear,organizational structures weren’t concise, manners of the administrations weren’t scientific and so on, which restricted general situation of economic reform and social development to a certain extent. Therefore, it is necessary to reflect on and study theoretical and practical issues related to transformation of government functions seriously.This article expounds transformation of government functions as the central issue,not only including general theory overview of government functions, but also analyzing historical processes and outstanding problems of transformations of our government functions. At the same time, I expand the full text using the relationships among government, market and society as logic clues, discussing countermeasures and suggestions of impelling transformation of government functions in a targeted manner at the same time.In the process of preparation and paper writing, I used different kinds of research methods synthetically. First of all, I chose literature research method, collecting and learning many domestic and foreign books and articles about transformation of government functions. Among them, both including immortal works of Marxist classical writers, and also using lots of related works about New public management and Governance theory, which have great values to transformation of government functions as references. At the same time, integrating latest developments of realisticpolitics, I pay close attention to bulletin of the third plenary session of the 18 th central committee of the communist and even updated strategies and policies of national reform and development. Secondly, I used comparative analysis method, comparing experience and results of Chinese and foreign transformation of government functions,and analyzing efforts and shortcomings on the levels of central and local government.At last, through the method of history combined reality, I described the entire changing process of government function pattern, which lay a solid foundation on discussing suggestions next.Developing is an unyielding principle, which also applies to reform.Transformation of government functions has already been an important part of comprehensively deepen reforms under China’s New Normal. Only when promoting service-oriented government construction better, can we make people more prosperous and have more “acquisitions”.
