The Analysis On Deep-seated Causes And Basical Types Of Farmers' Repeat Petition

In recent years, with the continuous deepening of reform and opening up, Chinese society gradually transformed from a single homogeneous society to the heterogeneity of the diversity of society, the interests of pluralistic society initial shaped. People began to use various ways to reflect their opinions and suggestion, to express their interest demands, repeat and Leapfrog the higher authorities has increased significantly in farmers, which have a negative impact on the stability of the society. How to build a demand mechanism of farmers'interest under socialist harmonious society, not only is the essential of building a harmonious socialist society, but also are at all levels of party committees and governments hot and difficult issues.In order to probe the basical types and deep reasons of repeat petition and derive more reasonable policies and establish more efficient interests-demand-mechanism, this research is set under sociological theories, based on 54 cases of Y city Hubei province.Through 54 cases The article explore the deep-seated causes of farmers'repeat petition based on the views of he theoretical circle in the interests of the peasants demand mechanism. This article considered that there are seven basic types of Farmers'repeat petition including economic interests impariment,not fruitfully conducted policies,dismissing disparity through legitimate ways,collective economic interests deprivation,living trap ,surviving enviroment damage,abnormal personality.The deep-seated causes of farmers'repeat petition are as belows: the core of power of the town and the way of resource delivered; some peasants got social support from their family and friends; the absence of the conflict resolution system of the village and the inefficient cadres performance evaluation mechanism, also there are several cases caused by the abnormal personality or driven by interests. and there are some new characteristics in peasants'repeat petition now , those are from passive to active in expression, aimed to non-political goals, mainly driven by economic interests, channel of expression too single. So suggestions were proposed as bellows: to form right viewpoint of stability of society, to strength the organization of local government, to enrich the spirit life of peasants, to improve the cadres performance evaluation mechanism, to develop the rural social security system, to dredge channels of interest demands, to construct letter-call network and so on. Then create more sound interests demand mechanism.
