Research On The Types And Countermeasures Of Farmers' Petition

Since the 90 s of last century, farmers' petition makes Letters and Visits fall into a woeful predicament. The predicament appears not only because the number of petition has increased, but also relate to the change of petition type and its complex features. In academic research and institutional arrangement aspect, the government should respect and strengthen petitioners' rights; on the other hand, the government should clear and definite the responsibility of government office in order to deal with these increasing and different kinds of petitions. Recently, relevant institutional arrangements cannot provide an effective way to solve farmers' petition, the government cannot deal with these petitions efficiently. The main reason of the predicament is the government did not categorize these cases; furthermore, the government did not take different strategies to deal with different petitions based on the nature of the petition. Classified governance can solve these problems effectively and it should become a useful way for the government to handle farmers' petition.
