Study On The Expression Of The Interests Of Farmers In China From The Perspective Of Deliberative Governance

The mechanism for expressing the interests of farmers is in certain social environment, farmers in order to obtain and maintain their own rights and interests, through certain ways and channels, to the government reasonable expression of the will or appeal and get the attention of a set of stable institutional arrangements and operational mode. After the institutionalization of the interests expression mechanism, collective and individual farmers legitimate interests expression and sends, in the interests of the game and compromise eventually achieve balance of interests of various stakeholders and win-win situation. But at present, there are still many problems in the expression of the interests of farmers, the lack of effective mechanisms for consultation and management. This paper based on the analysis of the case of XX village environment pollution events in expressing the interests of farmers, constructing the deliberative governance based on Farmers’ interests expression mechanism, countermeasures, in theory, enrich and expand the perspective of deliberative governance research, in practice to promote the interests of farmers scientific expression, to enhance the farmers’ interest expression effect provides important guidance, has important theoretical and practical significance.The framework and content of this paper mainly include three aspects:first, the relevant theoretical analysis of the expression of the interests of farmers. On the basis of defining the basic concepts, the civil rights theory and the theory of deliberative governance were reviewed, so as to provide a theoretical basis for the construction of the farmers’ interest expression mechanism based on consultation governance.Second, based on the case of XX village environment pollution events in expressing the interests of farmers, on the expression of the interests of farmers achievements evaluation. On this basis, the interests of farmers expression in expression subject, object expression, expression carrier and existing problems and cause problems for in-depth analysis.Third, using deliberative governance theory, expression problems based on the interests of the peasants in our country, construction of the new era based on deliberative governance peasant interests expression mechanism, countermeasures, including the construction of deliberative governance model based on the farmers’benefit expression, by vigorously promoting rural development to improve farmers’ interest expression ability; by strengthening the construction of system and platform to expand the deliberative governance and interest expression channels.The innovation of this paper:first, the introduction of deliberative governance theory in expressing the interests of farmers, was constructed based on the interests of the farmers consultation governance and deliberative governance based on Farmers’ interest expression mechanism countermeasures, enrich and expand the research perspective of deliberative governance in theory; second, in the development of farmers’ interest expression channels, this paper the "Internet plus" and the farmers’ interest expression combination is proposed based on the "Internet plus" the basic spirit, establish a government official micro-blog, government decision-making forum, government complaints website and interest expression network platform WeChat public number and other specialized, forming a network exchange mechanism to institutionalize routine, and widen the channels of farmers’ interest ability system and expression and participation in deliberative governance to enhance farmers’ interest expression and participation in deliberative governance.
