The essential characteristic and superiority of our socialist society lies in developing the socialist democratic politics, constructing harmonious socialist's society and promoting our people as the states owner to realize our rights and interests. The socialist democratic politics come true by way of the people's congress supervising the government's public budgets. However it is this way being thought as our politics advantage that appears so weak on its supervision function actually, it hasn't take a positive role in the socialist democratic politics process especially for the elemental one.Our market economy goes deeper, the socialist democratic politics develop better and the ideology becomes more open. Under such social conditions the analysis and study turns more and more important on supervising the local governments'public budgets of our people's congresses of township to make sure the public interests maximized. The thesis argues that it should take the elemental socialist democratic politics and the whole one into consideration about the significance and necessity of the people's congresses supervising the local governments'public budgets, which is of the people and for the people. So it need find out a key point to cut into the problem, then rearrange the procedure and reform the present unsuitable political system and make the relative laws and regulars sufficient. In our country several towns have tried to reform the public budgets supervision, and they succeed. Nowadays our state is reforming the budget and finance management. All these facts are announcing it's time to reform our people's congresses of township to enhance the supervision ability.
