Research On The Supervision Function Of County People's Congresses

For people's congress at the county level in China's National People's Congress system is the key link,supervision is the largest workload at the county level people's congress(NPC),the content,scope,and the people most concerned about one of the basic functions.The further development of the people's congress at the county level profoundly affects the democratization process of China's grassroots governance.Meanwhile,after The 18th congress of the communist party of China,the National People's Congress system,in particular many new changes have taken place at the county level,these also need timely follow-up studies.This paper studies the supervision function of the NPC,trying to interpret and comprehensively analyze the exercise of the supervision function of county people's congress.The paper argues that the improvement path of the supervision function of county people's congress should be put forward from the two aspects of legal and practical operation,and the combination of macro and micro perspectives should be realized.The discussion of the legal level from the perspective of "ought to" academic discussion,according to the requirement of the National People's Congress system design starting point,the constitution law,the need of local governance,points out that the National People's Congress supervision should be what is the status,how to achieve this ideal state.The key point is to deepen the reform of the political system,reform the electoral system of the NPC deputies and improve the supervision system of the NPC.A practical improvement path emphasizes the current National People's Congress is not enlarge the supervision,but how the existing supervision to be better,puts forward feasibility from perspective of local governance under the National People's Congress supervision should strengthen and improve the mode and path.Mainly from the enhancement of the task of supervision work;strengthen the construction of organizational institutions,increase staffing,play a role in NPC deputies,establish oversight advisory mechanisms,and strengthen public participation,so as to comprehensively improve the oversight capacity of the NPC.deepen the supervision of the people's congresses from the aspects of managing finance,managing the personnel,managing power,deepening the supervision of the rule of law,and responding to public concerns.The first part discusses the background of topic selection,significance of research,research status,research methods and innovation points.The second part expounds the basic concepts,basic features,basic principles,main forms and historical development of the supervision of county people's congresses.The third part introduces the status quo of the supervision function of the standing committee of the Kenli people's congress.The fourth part introduces several typical cases of the supervision of county-level people's congress and its enlightenment.In the fifth part,put forward the way to improve the supervision work of county people's congresses at the legal and operational levels.The sixth part is the conclusion and prospect,which further summarizes the full text research,and gives a prospect for the continuous improvement and strengthening of the supervision function of county people's congresses.It is hoped that the research work of this paper will help to promote the improvement of the supervision function of the county people's congress,and enlighten the modernization of local governance.
