The Logic Of Xian'an Political Reform And Its Outcome

Xian'an District,which is originally a little known small part of Hubei Province,is suddenly well-known throughout the country as "Countryside of Changing for Political Affairs" because of its villages and towns reform of the administrative system.This article tried to review the reform as a whole under the guidance of the theory set forth by Professor Zhang Xukun in his book "an Introduction to the Analysis on Institution Evolving ",in order to give a new explanation about the market-oriented radical reformation pattern.The administrative reform in Xian'an,lasted for long of 8 years since 1999,can be divided into three stages.And at its third stage,they cut away almost all "stations" under the charge of upper ministries and commissions.These stations,seen as "legs" of the upper ministries and commissions,were set up in planned economy times providing peasant with public service and drawing resource from rural area like "suction tubes".Xian'an reform took the lead in having these "leg" been chopped,and replaced them with various "service centre".All "national cadres" of these stations lost their official status and became civilians overnight.So it was that it was regarded as "a political earthquake ".Xian'an District Government was up against a great test because of the unprecedented visitation of Providence and pecuniary embarrassment in late 1990s.They had to fight to win or die.In other words,they started the reform on their own initiative. That was a key contributor to their success in surmounting numerous difficulties and changing "resistance" into "driving force",and going deep into the reform step by step. The Unitarianism regime characteristic of the Chinese political system governed the characteristic of the reform.It was a special reform deeply with a "Song Yaping brand ", and the maximum opposing and supporting strength of it were both from its higher level government departments(and the leaders).The policies "Five Kinds of Insurance in One "and "National Cadres Work for Hire in Coastal Cities ",and their applying politics tactics "taking advantage of a force striking another force ",were also important factors that leaded the radical reform to success.Xian'an reform achieved much.The government freed itself from finance pressure and successfully got out of the society governing crisis.Its economy had been steered up along an express way,and along with it the legitimacy of the government was also greatly upgraded.There may be prospect of a settlement of the "atomy peasantry" problem.It was advantageous to popularizing agricultural technique and strengthening their hand in dealing with market risk and assertion of rights by organizing the peasantry through all kinds of guilds. There may be lots of factors that prosper the reform.Among all these factors,the mechanisms to ensure fair competition play a pivotal role.Competition and peasantry's voting power are rather important to the new mechanisms.The pity is that we see nothing done to intensify them after 2007.However,there is always risk of having them weakened these years.That is worthy of precaution.Or the achievement of this reform will necessarily fade out in time.
