The reform on village-level public services and social management is another major reform launched by Chengdu following the reform on rural property rights system. This reform is aimed at improving rural public services and social management, promoting the equalization of urban and rural basic public services, and striving to realize the equalization of urban and rural basic public services covering the whole city.This reform establishes with great innovation five mechanisms, namely classified supply, fund guarantee, balanced infrastructure construction, democratic management and talent building. By means of a series of institutional reform and design, the reform aims to achieve breakthrough in key links and important areas including reform ideas, investment and financing path, and the subject of supply. Since2009, governments at city and county levels combined to inject2.2billion yuan of public finance into nearly60,000public projects, effectively meeting the mass’s urgent and direct needs for village-level public services and management. Based on the government’s limited input and the operation of basic public services projects, the reform achieves effective combination of people’s well-being and democracy, promotes the improvement of both villagers’quality of life and grassroot governance structure, and builds a permanent interactive mechanism that features "democracy promoted by the people’s well-being, and the people’s well-being protected by democracy", making itself one of the most innovative and special practices in Chengdu’s exploration for balanced urban and rural development.Starting from the background of Chengdu’s reform on village-level public services and social management and its main practices, the author, by means of looking up literature, field research, on-site observations and structured interviews, systematically examines the practical effectiveness. And from the perspectives of "equal rights", "efficiency and fairness","people’s well-being and democracy" related to public administration, the author analyses its theoretical and practical values, summarizes and optimizes Chengdu Model, and explores the possibility of application and promotion in other areas of the country.Based on practice and discussion, the author expects to provide a path and method for the supply of rural basic public services, and to provide some revelation and help for the promotion of social development of rural areas, the equalization of urban and rural public services, and the interactive development of grassroot democracy and the people’s well-being.
