Fluctuation Of The Village Committee's Authority

In the year of 2003 China starts forest tenure reform.The original intention of the reform is average distribution of mountain forest and interests.The intention of the reform is to carry out land to the tiller.When the reform is carried out step by step,it meets across some new problems.The village which is mentioned in the thesis is in the middle of Hubei province.It is an ordinary interior village.Hubei province starts forest tenure reform in 2006,and then reform was carried out in the whole province.But the reform became blasting fuse of the villagers'appeal for help.Villages depend on government policy to protect their own rights and interests.The thesis is based on the ordinary village.Forest tenure reform is the background. The thesis introduces property right of the forest in history and its changes at present. Based on this the thesis analyzes the reason and process of villages' appeal for help, discusses fluctuation of the village committee's authority.By the event the thesis analyzes politics and life in the village and complex relations between village committee and ordinary villagers.
