In2003, Fujian, Jiangxi, the pilot reform of collective forest rights (hereinafter referred to as "forest change") kicked off, after several years of practice, the effect is more significant. June8,2008, the CPC Central Committee and State Council formulated to comprehensively push forward the reform of collective forest right system, marks the introduction of the views of the rural collective forest right system reform has been the program files of the national guidance, and also indicates this reform is of great significance in the overall promotion of the implementation. To comprehensively push forward the reform of collective forest right system calls for reform, the main task of the collective forest right system reform is a clear property rights, demarcation of certification, liberalize the right to operate and implement the right of disposal, to protect the earning power, and so on. This stage, all over the country’s collective forests is indeed the right home, this also marks the end of the main reform of China’s forestry reform. With the deepening of forest change and adopted at the Third Plenary Session of the Chinese Communist decision on rural reform, development of several major issues that, in accordance with the principle of legal, voluntary, paid, allowing farmers to subcontract, lease, exchange, transfer, share cooperation and other forms of circulation right to land contractual management, the development of a variety of forms of moderate scale operation."Decision" means the Forest Land is imperative.
