Marxism Conception Of Democracy In Urban Communities And Grass-roots Democracy In Our Country Research On The Construction Of Self-government

Urban community-building primary-level democratic self-government is the important practice to make sure that the people are the masters of our country and the full exertion of democratic rights to the management of the state and society. The reports of the 17th National Congress of the Communist Party of China made the mechanism of people's self-governance at the primary level one of the four democratic mechanisms and the content of the democratic path of socialism with Chinese characteristics which is a major decision-making party. This shows that the thinking of socialism with Chinese characteristics in urban and rural communities walks up to be mature.This paper studied Marxism on the basic idea of democratic self-government and the core leadership of the Communist Party of China successive grass-roots democratic self-government thinking on the grass-roots development through the comparison of Chinese and foreign and several of China's advanced experience of community building. At the same time it associated with the building of communities in our country of the times, expounded China's primary need for the building of democratic self-government, which is conducive not only to harmony and stability to promote community development and improve the quality of resident citizens for the importance of practice and activity awareness, but also to strengthen democracy-building in community-based party organizations to promote the enhancing management of the community-based primary-level managers.In this paper, theoretical analysis and case studies to compare methods are used to analyze the existent problems and reasons in the current governance of our community, which is based on systematic analysis of theory and practice of our Community Governance. It also discussed the mission, goals and the way it confronted with and summed up the experience and the features it got. It also explained that the community's neighborhood committee is a core carrier for the community self-government by improving the community self-government, enhancing the sense of participation of community residents and changing the method of election to improve its development. It is necessary to solve the problem of over-burden and irregular work and strengthen organization building.At last, the article summed up that we should focus on the incentive mechanism, restricting mechanism, inspection system in the practice and the exploration of the building at primary-level of autonomy to promote affairs open, standardized and systematic. We should attach importance to the democracy election supervision mechanism and the construction of a clean government in the community-based grass-roots party organizations and the leadership, community building grass-roots democracy to a new stage of self-government.
