The Construction Of Village Level Party Organizations In The Course Of Building A New Socialist Countryside

Building a new socialist countryside is a major historic task to accelerate socialist modernization. The realization of this task depends on the construction of the rural grass-rooted party organizations, especially the model the party organization and the party members lead. Building a new socialist countryside brings not only great opportunities but also unprecedented challenges to the construction of Village level Party organizations, therefore, there needs a further and thorough study on how to develop the rural economy ,increase the farmers' income, coordinate with the village committee and enhance democratic management so as to reinforce self-construction, cohesion and combat effectiveness. From this new perspective, the paper, on the basis of combinating theory with practice, analyzes the problem existing in the rural grass-rooted party organization as well as the challenges in this course, exploring the issues such as the building of party cadres in the rural areas, the forms of the rural grass-rooted party organization, the increase of farmers' income and the enhancement of democratic management with the aim to provide some enlightenment for the study on agricultural economic development and country governs. This study is devoted to the research deep into the low level of communist party—the rural party branches. Theoretically and practically it also exert to explore how to enhance the self-construction of the rural party branches , in order to promote the realization of the goal to construct new country which is the innovation in the expectation .The paper is composed of three parts:The first part is the introduction which briefly introduces the study objects, significance, present status, means as well as the definition of "Village level Party organizations".The second part is main body which consists of five chapters.Chapter one analyzes the increase of rural economy and the farmers' income, the rising democratic demands and expectation among farmers as well as the promotion of socialist cultural and ideological progress in rural areas in the course of building a new countryside, which contributes to the development of Village level Party organizations.Chapter two discusses the new demand to the building of Village level Party organizations. That is to further implement the duties and functions, maintain the flesh-and -blood ties with the massed of the people and focus on working efficiency.Based on the analysis of the current situations, chapter three focuses on the problems of Village level Party organizations in the construction of ideology, organization and style of work, pointing out these problems attributed to the functional weakness of Village level Party organizations.In chapter four, the paper elaborates the challenges which greatly influence the function of Village level Party organizations. These challenges come from the urgent demand for economic development and democratic management, the relations between two committees, the revival of influence of countryside patriarchal clan and the countryside social stratum differentiation.In view of the problems and challenges Village level Party organizations faced, the last chapter proposes the corresponding countermeasures. Above all, the Village level Party organizations should emphasize the improvement of party members and leading bodies as well as the innovation of party organization to strengthen self construction and combat effectiveness. Secondly, the Village level Party organizations should adjust to the building of new countryside. Great efforts are stepped up to develop rural economy, cultivate new economic growth points, well establish and organize rural collective economic operations, increase farmers' income and improve leadership cohesion effectiveness of the organizations, And then, the Village level Party organizations should transform the functions, clearly define and specify the rights and responsibilities, strengthen the country governs and guarantee the orderly development of villagers autonomous and work together with village committee to promote the rural democratic management. Last but not the least, the Village level Party organizations should encourage the party members to play the leading role in building a new countryside. Endeavors are made to train new types of farmers, improve farmers' quality, strengthen the leadership in cultural progress and improve self images and the leading positions.The third and last part is conclusion.
