The rural grass roots Party organizations are the basement on the whole work of the Communist Party and its effectiveness, it is also the core leadership of a variety of organizations and all kinds of works. The Fifth Plenum of the sixteenth CPC Central Committee put forward a strategic task of building a new socialist countryside, which has brought new challenges and requirements to the grass roots party organizations in rural areas. Under the building a new socialist countryside, according to the new rural building target, how to further strengthen the grass roots party organizations in rural areas has become an important issue. In this paper, combines a new socialist countryside construction target to explore this problem preliminary.There are three parts in this paper:The first part: The importance and necessity of building the grass roots party organizations in new socialist countryside. To analyze the rural grass roots party organizations' core leadership position in the construction of a new socialist countryside. To consolidate the leadership position of the Party in the rural areas requiring strengthen construction of grass roots party organizations, as well as the new situation of the new socialist countryside construction put forward of new challenges and requirements for the rural grass roots party organizations raised.The second part: The basement state of the construction of rural grass roots party organizations. In this part, on the one hand, to analyze the achievements of construction at the rural grass roots party organizations on the importance recognize, around with the development of the rural economy and the target of the new socialist countryside. On the other hand, not only affirmed the achievements at the same time but also pointed out some problems, it is mainly analyze these problems from the four aspects, they are the ideological building, organizational building, institution building and work style .These problems influenced the image and status of the Party in peasant masses, and also restricted the role of the Party.The third part: Strengthening the guiding principles and countermeasures of the new rural grass roots party organizations construction. In this part, according to the existing problems of the rural grass roots party organizations, starting to develop the rural economy, insist on governing for the people and around the new socialist countryside construction, these three aspects put forward the overall guiding principles to strengthen the rural grass roots party organizations. Then from the ideological building, organizational building, intuition building and style of system construction, put forward specific measures to strengthen the new grass roots party organizations in rural areas.
