Village-level Party Organizations Under The New Rural Vision Research

Agriculture, Rural areas and farmers are the whole and the fundamental questions in relation to the development of the Party and the cause of people. Attention to the"Three Rural"Problems is our Party's consistent strategic thinking. The Party's 16 session of five CCP plenary conferences through "the Central Committee of the CCP about Formulates National economy and Society Develops 11th Five Year Plan Suggestion", proposed the great historic task that our country construct socialism new countryside. And then the CCP further put forward strengthening new village construction in NO.1 Official Document of the year 2006 and 2007. Especially,"Balance urban and rural development and build a new socialist countryside"in the report of the Seventeenth National Congress of the Communist Party of China. This is a long-term and complicated task, needing several decades of hard work, give the Rural Party Branches many new requests. The Rural Party Branches acting as the grass-roots are bridge and link between the Party and the masses. They must lead the farmers build a socialist countryside. In the new situation, the Rural Party Branches should face the new opportunity and challenge. Therefore, strengthening the Rural Party Branches' construction in building the new socialist countryside advancement has also become an important research topic.The dissertation consists of three parts:Part One, Strengthening the building of the Rural Party Branches under building a new socialist countryside has important meaning. Mainly analyze two contents: Building the Rural Party Branches is the basic guarantee for the socialist countryside constructions. Building the Rural Party Branches can strengthen the Party's governance capability in the countryside.Part Two, Analyzing the Rural Party Branches' current situations, including the good experiences in the building of Rural Party Branches, and the current problems. The four reasons about the serious problems include Politics, economy, culture and thought.Part Three, How to strengthen the building of the Rural Party Branches. This part is the most important part in the dissertation. Aiming at the current problems in the course of new socialist countryside construction, according to the goals of new socialist countryside and the village true conditions, researched and talked about strengthening main countermeasure of the Rural Party Branches' construction.
