Research On State Relief System For Criminal Victims

In order to protect the criminal victims and keep the social stability, the government has the responsibility to provide relief to victims, and here comes the state relief system. In fact, the systems are different on base of different time and environment, because the theory, economic base and political system always influence the contents and the procedures of state relief system. So we have to study the different cases to reconstruct the state relief system of China.The paper is divided into two parts, including the theory and the system reconstruction. In the first part, we will research on the conception, the necessity, the characters, the requirements and the principles. In the second part, we will try to reconstruct the system of China, the key points are form of salvation, the object of salvation, the organ of salvation, the fund, the procedure and the guarantee of salvation. To reconstruct the system, we have to compare the difference of different countries and areas to figure out the regularity. The most important standpoint is to base on the condition of China.The paper will abide by the principle of finding the regularity by comparison and finding the key points in restruction. The purpose is to research the key points of the relief system and provide the suggestions and thinking for the legislation.
