However, facing to more than400million criminal cases, the number of criminal victims is very large, but there is no national legislation about criminal victim relief, and also no effective standard or method. So that the rights of criminal victims cannot been safeguarded, and the fair and justice are difficult to be fully realized. However, as the main body of the social assistance, the welfare organizations with abundant capital, professional personnel, and agile relief program, will be liable for the vulnerable groups, in other help to the criminal victims at the same. Therefore, based on the present situation of the criminal victims relief and welfare organizations, aiming at the deficiency of the criminal victim relief and the feasibility of social welfare organizations participating in criminal victims relief, this paper will to construct the legal system of welfare organizations participate in criminal victims relief.This paper has five parts. The first part is the preface, it narrates the background and significance of the thesis, and reviews the current research about the welfare organizations participate in criminal victims relief.
