The Construction Of The Party's Model Of Governance Under Vision Of Constitutionalism

Governance model is the organic aggregates of all the types of governance that the Ruling party takes in a particular social and historical conditions. Constitutionalism is the concepts, systems and political practices which take the Constitution as the expression,take the democracy as the core content,take the protection of human rights and freedoms as the ultimate goal,take the rule of law as the basic principles.at present, our country is in transition to the constitutional period, the Ruling party's governance is becoming more and more constitutional,so,it has important practical significance to research the Ruling party's governance model and explore the suitable model of the Ruling party in power at the unique political mode of operation of Constitutionalism. at first,this paper reconstruct the connotation of Constitutionalism through the logical thinking and dialectical analysis for various types of constitutional concept and give a brief description of the origin of China's constitutional development and the construction of contemporary Chinese Constitutionalism. Then, an overview of the concept of governance model and the formation and development of Chinese Communist Party's governance model is given in this paper. On this basis, this paper focuses on the building and significance of the new type of governance model under the vision of Constitutionalism and Proposes that constructing a new type of governance model must be based on the actual stage of the primary socialism and must be based on the Status quo of our country's constitutional construction, which are the basis of both; deal with the relationship between the party and country as well as the masses of the people, deal with the attribution of the supreme power between the party and the country's highest authorities, deal with the relationship between the party and the government are the main contents of the new type of governance model; the building of harmonious society and the reflection of the humanism are the main goal of the new governance model; do a good job of Ruling party's Self-construction are the main means of the new governance model. finally, this paper explores a new path to achieve governance model,that can be summed up to create a "political, economic, ideological and cultural" environment and "to strengthen the quality of the party's self-governing" construction.
