The fourth part is to do inspection on the present situation of administrative assistance in China and to point out the problems of the system. The problems conclude the poor awareness of the rights to achieving administrative assistance, and something insufficient on legislation, procedure, and means to get relief. The fifth part is to propose reasonable suggestions to improve the system of the administrative assistance. The improvement involves the establishment of the principle, the proposal to the legislation, the formulation of the procedure, and the improvement of the means to get relief.
