In the present international community, all kinds of catastrophes which happen frequently threaten all nations and people’s lives. With the continuous development of globalization, the influence of catastrophes spreads all over the world. Despite human’s techniques coping with disasters are improving, both for the developed countries and developing countries, large-scale disasters that are out of their capacity will possibly happened. The international emergency relief aid becomes an inevitable choice.The international emergency relief aid means during the urgent period after the catastrophe, the donor country provide human assistance, material assistance and capital assistance etc. to the effected nations in the spirit of humanitarianism and international cooperation. From the perspective of either people’s security guarantees or nation image and international cooperation, the international emergency relief aid has close connection to inter national politics. In the long term, the relief aid has never been paid much attention to international politics researchers. However, it gradually steps into the international political region as a new issue.Japan, as a rare country with lots of catastrophes, has accumulated abundant experience and advanced relief techniques on the aspect of coping with disasters. Besides, Japan is and always has been a country taking an active role in international relief aids. At the beginning, there was only one way, which was capital assistance, for Japan to take part in international relief aids. However, Japan has successfully participated in the international relief aids with the support of a relatively consummate relief aids system, which gained an effective result and formed its specific "Japanese-style" assistance.While continuously improving its international relief aids system by participating in international relief aids activities, Japan harvests a lot on the aspect of disaster diplomacy. First of all, Japan grew its soft power by maintaining its nation image through participating in relief activities. Besides, Japanese government intentionally consolidated and improved its relations with other countries by relief aids activities. What’s more, around the issue of disaster relief, Japan enlarged its coordination range with the international community and strengthened its relief cooperation with the international community on many levels. Last but not the least, Japan achieved its purpose of sending its self-defense forces overseas, which not only increase the forces’international contributions but also play an important role for the citizens from the effected nation in cognizing their forces.Since the foundation of the republic of China, China has participated in several international relief activities. After 1990s, taking the opportunity of the "Decade of the International Disaster Relief", China has played a more active part in the international aids and gained great progress. However, there still exists lots of improvements in China’s systems and operations for the international relief aids. For instance, we are lack of the related law for international relief aids, we didn’t identify the responsibility of authorities clearly, we didn’t propaganda the international relief aids strong enough etc. Apart from these, Chinese government is still not mature enough in implementing the disaster diplomacy.In this paper, on the basis of introducing Japan’s international emergency relief aids system, the author analyses Japan’s international relief aids activities, explores the revelation for China’s international emergency relief aids and pursues a better and more effective way to take part in the international relief aids on a global scale combining the examples of Japanese government’s participation in Wenchuan earthquake of China in 2008 and typhoon disaster of Philippine in 2013. Therefore, we can look forward to both China and Japan cooperating more in the area of relief aids area and contributing more to the international community.
