| Since the beginning of the 21st century, with the guidance of Scientific Outlook on Development, our national government has dedicated itself to the development of society and economy, so the construction of democracy at the grass-roots level has become the government's major task. According to the report of the Party's 17th National Congress, our government should promote the construction of democracy at the grass-roots level to make sure its people will have more democratic rights in their hands, the government should make the self-governance system at the basic level under the leadership of party organizations more vital, encourage more people to carry on self-governance and improve the democratic management system with the aim of making the urban and rural communities become civilized and harmonious social communities with effective management and perfect service. Because the structure of "Small Government, Big Society" has began to take shape and governments at all levels have been promoting construction on communities from top to bottom, civil organizations in communities have begun to develop, and with their advantages they have met the increasing needs of community residents. However, there are still many problems as well as restrictions need to be solved in the development of these organizations in cities, such as, people's awareness on the these communities are still not strong, the policies and regulations are not well-organized, these organizations also have problems in their self-construction etc. This paper will first review the literature on civil organizations and give a clear definition about civil organizations in communities, then analyze the reasons for the development of urban community organizations, the present situation about them, and their successful experience in practice as well as problems, at last it will propose feasible choices for cultivating and developing these organizations in accordance with socialist market economy and democratic politics.
