Study On The Current Development And Countermeasures Of The Community Social Organizations Of Middle-Sized City In Our Country

After more than three decades of reform and opening-up, our country has had the earth-shaking change. Accompanied with the deepening of economic regime reform, which takes the market as the orientation, and the government management system which takes function transforming as the core, the community society organizationg flow out in great quantities. owing to its vivid, diverse services, they has obtained a social approbation and becomes absolutely necessary and important strength of loading residents’ complains, converting the government management and pushing community construction.The convening of the17th and18th Party Congress provides a good chance for the substantial development of the community social organizations. In some cities the community social organizations present flourish development and plays a more important role gradually in providing public services and Participating in society management. However, from the overall development of the community social organizations problems still exist, such as small scales, unbalance development, weak ability of oneself and nonstandard management, etc. Problems such as incomplete legal system, serious governmental incline, and disfunctional mechanism restrict the function of the community social organizations. To sum it up, the social community organization development of our country is still placed in an entry-level stage and there is a big gap between ours and international level, and it is hard to satisfy the requests of government and the increase various needs of residents.Owing to the differences of the society reform and citizen social development between different regions, the development of community social organization presents the most unbalanced situation. In small and middle-sized cities both the amount and the development quality of community society organizations are lagging behind obviously. The development of community society organization in county-level city like Qingzhou City is placed no more than embryonic stage. Problems such as out-dated perceptions of government and related sections, non acceptance to new-bron things of the residents and budget shortage all restrict the development of community society organizations of Qingzhou City. This paper is directed against the predicament of the development community social organization in county-level city. The research explores the present condition and mode of community society organization in Qingzhou City in Shandong Province. According to that, the paper sums the experiences in developing and managing community society organization, analyzes and studies on problems which restrict the developing. Based on drawing mature experiences from Chinese and Foreign in developing the community society organization, the paper puts methods forward to promote healthy development of community society organization in county-level city in our country.This paper is totally divided into five parts. The first part of the paper is a preface, and it mainly introduces the background circumstance of the topic and the purpose and meaning of this topic. And then the paper summarizes the domestic and foreign researches, which provides the foundation data for further research. The second part introduces the conception and theory foundation of community social organization. In the third part, the thesis studies on the process, the present condition and universal predicament of development of community society organization in our country. It points out that our country community society organization has got a substantial development at new period, and plays an unique and important role in economy, politics, culture and society. The paper considers that the organization has already become the bridge and link between the Party, our government and the masses of the people, and has become important strength of the development of our economy. But In general, our community society organization is still placed in an entry-level stage, and problems such as social thoughts, system mechanism and legal system policy still restrict and influence the development of community society organization of our country. In the fourth part based on the survey questionnaire of community society organizations and citizens in Qingzhou City in Shandong province, the paper analyzes the development condition of the community society organization in Qingzhou City, including present develop condition, distribution, basic categories, characteristics and the function in community managing and public service. And then it points out the barracks of development of community society organization in middle-size and small cities. In the last part the paper puts countermeasures and suggestions forward to promote the development of community society organization in small city at three aspects, including drawing lessons from experience, enlarging support from government and strengthening city edge and developing community society organization in village regions.
