The task of retired military officers' relocation and reemployment is an important job of the Party and the army. This task not only shows the Party's routines, guidelines and policies on military officers, but also reflects the Party's attention on the army, and consequently influences the construction of the army and retired military officers' profiles. Optimizing the job of retired military officers' relocation and reemployment, and arranging those officers with appropriate locations, can yield impulses on the army's dedication to its responsibility and on the society's harmoniously development. However, current strategies for this job have many deficiencies, such as the asymmetry of information resources, the nonstandard flow of the job, lack of reasonableness and scientificalness, and so on. Those deficiencies harm profits of retired military officers severely. For those problems, based on thorough investigations and interviews, analysis and researches are done on the current flow of retired military officers' relocation and reemployment job.The Business Process Reengineering (BPR) theory and its methodology are adopted on optimizing current flow to generate a new one. By utilizing the information system of retired military officers' relocation and reemployment, which aims at information sharing, the new flow takes out non-incrementing activities, such as information check and delay, from current flows, and therefore can save time and cost spending of the job. At the beginning of flow analysis, the current and the new flow of the retired military officers' relocation and reemployment job are described, its IDEF0 model is founded, and qualitative analysis are done to compare the two flows using the value analysis of activity theory. Afterwards, considering traits of the retired military officers' relocation and reemployment job, the Activity Based Costing (ABC) is modified by introducing the concept of waiting cost. Then, the American Society of Mechanical Engineers (ASME) method and the modified ABC are used to quantificationally analyze the current flow and the new one after being optimized, and to compare time and cost spending criterion of the two flows. Finally, the iceberg model of a retired military officer's competence is built to construct the human-post matching degree criterion architecture, and based on that architecture, the human-post matching degree of a retired military officer can be calculated using Analytic Network Process (ANP) and the fuzzy synthetical evaluating theory, which supplies scientific basis for the job of retired military officers' relocation and reemployment.By applying BPR and the human-post matching theory, the new flow can effectively assure rights of retired military officers, improve the contentment ratio of those officers, and consequently has theoretical value on solving problems faced by current military officers' relocation and reemployment job.
