The resettlement of retired officers is related to the retention of military personnel,the stability of reform and development,and the transformation of the role of officers after retiring from military service.It is an important step in deepening the reform of the cadre and personnel system and promoting the modernization of national defense and the army.Under the new circumstances of deepening national defense and army reform,it is also a special political task to do a good job in military retire and resettlement.In accordance with the Central Committee's strategic plan to deepen national defense and army reform and reduce the number of military personnel by 300,000,the military retire and resettlement will face many new conditions,new challenges and new contradictions.This paper focuses on the problem of retiring and resettling regimental officers in the context of military reform,taking the case of military transfer and resettlement in the Tibet autonomous region as an example to carry out investigation and analysis,combining the successful experience and advanced practices of military transfer and resettlement at home and abroad,and gives some countermeasures and suggestions for the placement of regimental officers.The main research contents are as follows:(1)Basic conceptual elaboration and theoretical introduction analysis.The boundary definition and connotation definition of the relevant concepts involved in this study are carried out,and the characteristics and characteristics of the core concepts in the problem are analyzed.This paper analyzes the basic theories closely related to this research,summarizes the development of the retired resettlement work,and prepares for further research work.(2)Analysis on the Dilemma and Causes of Retired and Replaced Military Officers under the Background of Military Reform.Based on the background of the work of retiring officers from the armed police XX corps,this study designed questionnaires,carried out investigation and analysis work,elaborated on the implementation of the investigation and analyzed the results,and summed up several major difficulties in retiring officers.The main point is to explore the reasons from four aspects: system,system,local and thought.(3)The experience and reference analysis of the placement of retired foreign military officers.First,we will analyze the placement practices of retired military officers,including a fully market-oriented employment placement model,a combination of market and planning employment placement model,and a fully planned employment placement model.Secondly,it analyzes the advantages of foreign military practice and its reference to our army;finally,some thoughts and ideas are put forward on how to construct a new mode of military transformation under the new army reform.(4)Analysis of the countermeasures for the placement of military officers.In order to reach out to all aspects of the problem,we have not only put forward suggestions for countries,local governments and the armed forces that are closely related to the rehabilitation and resettlement work,but also put forward some suggestions for individual retired military officers to improve the system of countermeasures.
