From the perspective of organizational resources, human resources are the most important and valuable resource, which is the primary resource for the organization to develop. Human resource management is scientific and efficient, the key lies in the organization is clear, need to set up what position to complete the business process, these positions need to what kind of employees can achieve high performance, the use of what kind of mechanism to stimulate the enthusiasm of employees. The allocation of human resources is organization of human resources acquisition, use and retention of a key functions, is the organization of human resources development and utilization of starting point and basis. According to the requirements of the organization strategy and human resources development planning, in analysis, job evaluation and construction of competency model based on, through the assessment, selection, recruitment and deployment, the meets the need of organizational development and job demands staff timely and reasonable arrangement in suitable positions, so that its production factors combined, the post person, give full scope to the talents, to maximize the organization to create efficiency. Therefore, it is necessary to study the problem of human post matching for the development of the organization.Taking Tianjin housing fund management center as an example, this paper uses the literature analysis, case study, interview method to analyze the connotation and theoretical basis of the problem of people's post matching in our country. The author constructs the model of the post matching of public housing fund management center in Tianjin.The construction of new country, which needs the capital support, meets great difficulties in capital at present, such as, the absence of financial input, imbalance of rural credit supply and demand, poor ability of Capital Planning by oneself. Furthermore, the deeper difficulty shows as follows:low profitability, weakness of group in the service, the behavior of the major investor tending towards benefits, long-term duality of economic policy of our country, and breakup between the compulsory transform of rural financial system guide by the government and the practical need.
