Deliberate And Proposals For Consolidating And Improving Local People's Congress Superintendence

Superintendence is the most important power of the Standing Committee of the Local People's Congress. People's Congress supervision to the government, court and procuratorate is the inseparable part of Party and country's supervision system. The supervision of People'Congress is tremendously significant, it can perfect the socialist legal system, develop socialist democracy, promote law-based administration and fair justice, advance the construction of socialist democracy and accelerate economic development. It is reported that strengthening and improving People's Congress supervision is an important goal of the seventeenth people's Congress.This article is to clear some concepts of superintendence, correct some mis-understandings in the supervision of Local People's Congress. Based on the research of People's congress in Yiyang city, Hunan province, through the way of comparative study and positive analysis, this paper analyses the cause of the problems which have existed in the People's congress in Yiyang city for a long time, such as vacant supervision, singular form, non-standardized procedure etc. In order to solve these problems, compared with supervision of Local people's Congress between China and foreign countries, this paper probes into setting up commissioner supervision system, distributing the political resource rationally, forming objective evaluation system, improving the structure and level of organization of People'Congress; forming the objective evaluation system; improving the Party's governing system. All of these researches above can provide theoretical basis for the supervision of local people's congresses, and exercises their powers efficiently..
