Research On The Duty Performance Of Qiqihar Municipal People’s Congress Representatives

The system of the People’s Congress is Chinese fundamental political system,one of the important ways to play its role is the people’s Congress,therefore,as a local people’s Congress Office representative work department staff,the author hopes that through in-depth analysis of problems and reasons of the local people’s Congress exist in the process,and then put forward effective countermeasures,in order to promote the work of local people’s congresses.With the representatives of Qiqihar People’s Congress as the research subject,this article presents the problems in the duty performance of the People’s Congress represent atives by analyzing their duty performance,such as inadequate duty performance during the congress,the formalistic activity at the end of the congress,etc.It is analyzed that t he main causes of these problems are the unreasonable representatives structure,quota a llocation,the inadequate ability of some representatives,the incomplete People’s Congr ess system,the representatives’ proposals and implementation quality that need improvi ng,the unsatisfactory duty performance platform at the end of the congress,the insuffici ent oversight and restriction to the representatives’ duty performance and the incomplet e duty performance security mechanism.In terms of these problems,some measures are also presented in the article,including optimizing the representatives’ structure,strengt hening the development of the congress system,improving the representatives’ proposal work system,improving the development of duty performance platform at the end of th e congress as well as improving the oversight and encouraging system.It providesthe th eoretical guidance,practical basis and policy consultation for better promoting the duty performance of Qiqihar People’s Congress representatives and giving full play to the fu nctions of the local representatives.
