The performance management of the civil servants is a worldwide difficulty which claimed to be the most complicated and confusing administrative afire. By the progress of our administrative revolution, this topic becomes more and more attractive. Based on the performance management, we can build a scientific efficient system of administrative management system. But this does not go well, there is much we need to think about.During the research, it is found that many researches focus on the evaluation of performance and ignore the other progresses of the whole system. And we need to know that evaluation is only one part of the whole circle. If the communication before, the performing of management, the feedback and the appliance of the evaluation results lack, there is no performance management at all. Beyoud that, the whole revolution should collapse.This paper is based on the circle of performance management from the angle of civil servants, both the mananger and grass-roots level and from six areas to anlyse the problems, which are designing basics and implantation, the performance plan, the performing progress, including performance communication, recording and tuitoring, the evaluation, the feedback and the appliance of the results. Besides, we propose the advises in responses.
