Research On Models Of New Countryside Construction In Underdeveloped Areas

"Ganzhou Model" of Jiangxi, which is one of the models of new socialist countryside construction in China, is influential. A major tender subject of economic and social development in Jiangxi Province, "Research on the Objectives, Models and Measures of New Socialist Countryside Construction in Jiangxi " which was chaired by Professor Guo Jiezhong also had hi fruits, the models which were summed up are worth learning, but can not be copied. Moreover, the examples of the villages are mostly plain, mountain villages or peri-urban villages. Author tries to explore a way of the development of a fishing village, to select a fishing village on the side of Poyang Lake --- Datang as research subject carefully, to observe their hometown and public opinions carefully, to devote himself to study and analyze the many changes and the reasons of Datang since the foundation of the PRC, to keen the their new status and the future of new countryside construction of the fishing village which is on the background of"returning field to lake"and protecting the ecological environment, for maintaining the scientific development, sustainable development of the overall situation, to make some superficial opinions sincerely. Perhaps this research finding, on the one hand, can be directly used by the fishing village as research object, on the other hand, the fishing villages around Poyang Lake can take it as reference, but also it has the role of inspiration for the new countryside construction in the underdeveloped areas.This paper is divided into four parts. The first part expounds basic conditions of underdeveloped rural areas, by summarizing the basic characteristics of underdeveloped rural areas and by describing the new status quo of constructing new countryside in underdeveloped rural areas. The desire is to show a framework of new countryside construction of Chinese underdevelopment rural areas, for researching the selected object– Datang(a fishing village) ,Yugan County, Jiangxi Province, to highlight its unique nature and reveal the universal.Parts II and III are the focus of the whole paper. The new countryside development model and model formation of the fishing village of Datang are on the analysis, a new countryside development should be based on actual hometown, according to local conditions, scientific decision-making, individual guidance. And trying to concret the principle of "government-led, the main peasant", for enhancing operational ways of the construction in rural areas. The third part analyzes so many changes in the fishing village of Datang from the historical, political and sociological point of view and researches their deep-seated reasons step by step after the foundation of China. The author also gives some superficial advices on the development of Datang:Infrastructure construction should pay attention to "priorities", transport and water facilities are equally important in the lake regions; choosing the pillar industries should consider"(market) great, (resource reserve) excellent, (economic) good, (agricultural products) special", and to build a "fisheries group "with surrounding townships; adjusting the industrial structure to promote development, changing the old priority" agriculture, fisheries, animal husbandry, industry and commerce, tourism " into a new one as" industry and commerce, fisheries, agriculture, animal husbandry, tourism, "and so on.Part IV sets out commonality and individuality of the underdeveloped areas and points out which exist issues in general in the new rural development, for exploring outlets of underdeveloped areas in new countryside construction, the ways maybe have a role for the fishing villages around Poyang Lake and even have a certain referential significance for all of the underdeveloped areas in new countryside construction.
