A Research On The Problems Of Chinese Social Intermediary Organization's Development In The Process Of Constructing The Harmonious Society

Social harmony is the essential characteristic of Chinese unique socialism and the aim of the Communist Party which brings about some new challenges to the bygone management idea and model of our government. We are trying to find many effective ways to overcome these defects, among which the development of social intermediary organizations is the hot point. Plenum of the 16th Party six passed the decision of some major issues on the structure of socialist harmonious society from CPC, in which said we should perfect social organizations and enhance service function. Harmonious society should be a reasonable social structure, balance the interests of the community. Benefiting from the ternary rationality and dynamic equilibrium of government, enterprises, and the third sector (social intermediary organizations), western countries have rapid and steady development in recent decades, The reasonable social structure should make full use of social intermediary organizations not to strengthen the government's leading force or expanding the scale of government. It should utilize its own efforts to resolve social problems and balance competing interests, so that the government would concentrate on macro-management to maintain social stability and sustainable. Social intermediary organization is an indispensable element of a harmonious society which can more effectively solve the government failure and market failure caused by economic and social problems. There are some discord factors in our social field because of our government paid more attention to economic development and social constructions were ignored in a long time. Therefore, as the development of socialist market economy and the change of government functions, the cultivation and development and standardize management of social intermediary organizations is becoming more and more important.This text is divided into four parts:The first part is discussed the theory of social intermediary organization. Analyze the meaning, the type and the characteristics of social intermediary organization and explain the general function.The second part is described the current situation of the development of social intermediary organization. Analyze the problems that exist through clearly understanding the current development of China's social intermediary organizations. We could gain enlightenment from the introduction of experience from overseas.The third part, analyze the function and role of the social intermediary organizations in building a harmonious society. Through analyzing the projecting problems in building a harmonious society, we can recognize the positive and negative role of social intermediary organizations.The fourth part, propose the measures of giving free rein to the maximum function of social intermediary organizations in building a harmonious society.This paper is mainly from the perspective of fostering and developing the social intermediary organizations and arrives the conclusion that we should do as following steps:First, build sound surroundings of the development of social intermediary organizations; second, create a harmonious environment for the development of social intermediary organizations, to establish and improve the industry self-organizing systems including training and management development and so on.
