China's Public Decision-Making Information System Study

Public decision-making process is the core of public policy, decision-making is directly related to the quality of public policy goals. Modernization of public decision-making information systems to enhance the transparency of public decision-making process and public participation, and strengthen the supervision of the public policy process and improve the quality of public decision-making plays an important role.There are three parts in this paper.The article described the first part of public decision-making information systems and the role of the composition. Article, the principle of the use of the system, from the main body of the object and the information flow system analysis of three aspects of public decision-making elements of information systems to explore the economic, institutional or systemic, cultural, technical environmental factors on public decision-making information systems, the information systems in public decision-making process an important role. The second part of the article analyzes the public decision-making information systems and the development of constraints. China's public decision-making information system has been established, but the main public decision-making, information flow and the environment there are three constraints in public decision-making information systems development. The third part of the article, public decision-making of the modern information systems should be based on scientific and democratic as the goal, the achievement of the main public decision-making information system diversification and improve the operational mechanism for information systems, information systems to optimize the environment of public decision-making.
