Incomplete Information Under The Government In Public Decision-making

Government is the vindicator of public benefits, provider of public services, and main body of public management, it control the society through the policy decision-making, the decision process is the core of government administration, regarding " public" as the aim, but actually, government administration communication stand in the situation of unbalance resources, the decision-maker is too hard to keep objective and rational, causes government decision deviate the policy target in different stage and different degree ,resulting imperfection in the policy of public. Under the Principal-agent mode of public services, reviewing and analysis the government decision behavior, this thesis suggest the basic suppose: The public decision of government promotion type, being placed in a incomplete information environment. The appearance is not cause of the blocked communicating channel, but from the localization of government rational decision behavior in the current political system.Basing a public administration case of the "government allowance citizen for vocational skill training" policy which promoted by shanghai municipal government, The thesis suggest several important standpoint through the analysis to the decision environment and executing process of the policy : first, the decision environment under the the Principal-agent mode of public services, is not only the common information incomplete environment caused by information asymmetry ,because of the public service agency be involved, it means two times information losing risk to public , to government ,also not always be placed in the preponderant position. Second, communication channel be fluent or not is not the key factor that influencing the decision information environment, the policy quality and designs of the public product influence the public rights and interests directly. The low quality public service and unreasonable policy design will make public express low participating adegree or"alliance"with the agency ,this will result the policy target deviation, and affect the integrality of decision information environment. The third, localization of government rational decision behavior , especially the localization in political system,is the basic reason that influence the decision performance.
