The employment non-discrimination against the disabled has become an important part of the cause of disabled people in the world, since the Americans with Disabilities Act of 1990(ADA) established a clear and comprehensive prohibition of discrimination on the basis of disability. ADA ushered in the obstacle-free age, in which the qualified individual with a disability, reasonable accommodation, employer's defense and implementation systems are learned by many countries. In view of the pioneering contribution and great achievement of the USA model, this article makes an intensive study in the hope of a good effect of the Legislation and implementation of our country.The motive of the employment non-discrimination against the disabled act of U.S.A. is to change the discrimination and prejudice against the disabled and realize the dream of equality and independence of the disabled. From the Rehabilitation Act of 1973 to ADA of 1990, and to "the New Free Initiative" of 2002, the area of service and responsibility of American government is growing. The potential exploitation of the disabled has become the banner of American employment policy in the new century. An overall thinking policy framework beyond non-discrimination is building up.Focusing on the basic systems under the employment non-discrimination against the disabled act of U.S.A. and its enforcement, the article made a systematic study on the issues of legislative background, basic system, implementation institution and system. In addition, this article, by analyzing the pros and cons, along with the new adjustment, put forward the experience of the employment non-discrimination against the disabled act of U.S.A.The article consists of four chapters.Chapter I : Legislative background and laws of the employment non-discrimination against the disabled act of U.S.A. This chapter is of great importance to conduct a comprehensive research on the employment non-discrimination against the disabled act of U.S.A. Chapter II: Basic systems of the employment non-discrimination against the disabled act of U.S.A. This chapter outlines the issues such as the qualified individual with a disability system, reasonable accommodation system, employer's defense system. The judicature design focusing on the details and maneuverability is one of the reasons for the success of the employment non-discrimination against the disabled act of U.S.A.Chapter III: Enforcement systems of the employment non-discrimination against the disabled act of U.S.A. The article studies on both the enforcement agencies and procedures, focuses on the procedures of mediation and investigation, litigation and enforcement, and so on. The virile agencies and rational procedures are the loyal guards of the employment non-discrimination against the disabled act of U.S.A.Chapter IV: Experiences of the employment non-discrimination against the disabled act of U.S.A. This chapter studies in depth on adopting the experience of the employment non-discrimination against the disabled act of U.S.A.
