Research Of Legal Countermeasures On Prevention And Control Of Lanzhou Air Pollution

The atmosphere is a crucial element to the survival of human beings and other biological lifeforms. It is important not only to survival but also to the development of basic environmental elements. Atmospheric damage to environmental resources is an irreversible process. The regional economy of Lanzhou in recent years coupled with the rapid development of society has contributed to severe air pollution problems. This growing problem has affected economic,social development and people's livelihood. The air pollution in Lanzhou is caused by factors such as the natural terrain, inefficient industrial and energy infrastructure, winter coal heating, automobile exhaust and other undeniable factors. Lanzhou also lacks specific air pollution control laws and regulations. Most existing laws and regulations are also not strictly enforced. And out of supervision & management international research has shown that air pollution in developed countries is taken very seriously with great emphasis on atmospheric environment protection. Protection comes in the form of legal means. They enact operable laws, regulations and economic incentives to help curb atmospheric pollution. Lanzhou must learn to follow the footsteps of these developed countries in order to benefit from air pollution prevention.I will analyze existing atmospheric protection laws, regulations and related problems to the basis of prevention treatment at home experience of air pollution in Lanzhou city. I will discuss the special property of the statuses and causes of pollution in Lanzhou city. Lanzhou has implemented a series of air pollution control systems and legal measures by strengthening relevant legislation to strengthen environmental impact assessment. In addition, Lanzhou has added pollutant emissions control and environmental objectives of accountability such as environmental management systems, set up air pollution control and economic coordinated development of mechanisms for atmospheric pollution for greater financial support to encourage public participation. The adoption of measures to improve will further clarify the provisions with a view to strengthen the air pollution control for the public to create a good living environment, promote resource-conservation and environmental-friendly city construction, and strive to achieve economic of Lanzhou city, social and environmental development.
