With the increasing complexity and diversification of labor relations, in order to promote the production, it is urgent to adjust labor relations through a variety of means. Although the labor laws and regulations can play a role, the closest contact with the enterprises is enterprises' regulatory framework. But at the present, there are many problems about regulatory framework, which caused a number of labor disputes. Therefore, the paper will give the relevant policy and suggestions based on the analysis the issue from the view of labor relations and legal point.In this paper, on the base of an objective analysis of the background and theoretical gist of the study on regulatory framework, it is advanced the necessary of improving and consummating regulatory framework which has an important station in enterprises. The contradiction between the significant and ignored caused labor disputes which brought great losses both to the enterprises and works. Then, the paper discusses the problems on regulatory framework particularly concluding democracy in participation, normative in constituting procedures and maneuverability. The most fundamental problem is that employers and employees in enterprises are in the unequal status, so these problems will require perfecting the system of employee involvement. At the same time at the operational level, we must set a norm-setting process and improve relevant laws and regulations and enhance operability. In this paper, the policy and suggestions not only focus on micro-perspective, the terms, but also the macro-perspective.In this paper, breaking through the study of rules and regulations only from the view of the legal aspects, points out that the theory of labor relations is very import in the constituting procedures and take it as an important point of the article. At last, regulate and perfect the regulatory framework so that reduce the losses caused by labor disputes.
