The Mechanism For Public Security Apartments In Dealing With Group Events

Nowadays, with the development of deepened modernization, public events have made their appearance so frequently as to become the thorny problem that exerts a bad influence on our social stability. So it's vital and urgent to prevent and make a good disposition of public events, which should be considered as an important yardstick of governments' ability to maintain the social stability and a criterion for testing the environment of harmonious society and the environment of fair and high - efficiency legality. Public Security Organs in China have played a very important part in dealing with the public events. Prevention, solution and settlement of those increasing group events have been the most difficult problem for them.Problems exist in dealing with social group events, for example the poor distribution of power and responsibility, the unsatisfied cooperation with other department and the unsound mechanism to prevention and solution. During the solution of group events, the Organs are always puzzled by confused responsibility, and information collection and methods of settlement still need improving. Sometimes settlement is delayed because of buck-passing responsibility; sometimes serious punishment results in those more violate events. This thesis is devoted to group event and its reasons, in order to make a dynamic analysis on the settlement of group events by Public Security Organs. Suggestion is proposed, based on the flaws of mechanism of Public Security Organs to Group Events in Hunan Province.
