It is a strategic measure to reinforce the construction of military equipment human resource. It can improve our ability of dealing with kinds of security threats and completing varieties of missions. The study can not only extend the theory of military human resource, but also offer theory support and policy references on incentive and constraint mechanism design of military equipment personnel.Military equipment human capital is human capital which engages in equipment planning, researching, acquisition, using, ensuring and decommissioning. It is the sum of knowledge, skills, physical and spiritual which come from education and training. Its value is influenced not only by internal factors, such as health status and intelligence level, but also by external factors, such as capital structure of military equipment investment, military and social environment, incentive factors, etc. Measurement of military equipment human capital should follow some rules, such as latent knowledge and output measurement, individual value and group value, heterogeneity and stratification measurement, process and dynamic measurement, monetary and non-monetary measurement, etc. The absolute value measurement methods of military equipment human capital include input methods and output methods. The former includes historical cost method, replacement cost method and opportunity cost method. The latter includes future earnings or wages discount method and random reward method. The relative value measurement methods of military equipment human capital includes Fuzzy Comprehensive Evaluation and Analytical Hierarchy Process (AHP).In order to promote the value accumulation of military equipment human capital, several suggestions are proposed, such as intensifying education and training to add military equipment human capital, accelerating military education reform to transform from diploma education to professional education, perfecting incentive mechanism to promote vigor of military equipment human capital, optimizing the personnel structure to upgrade group value of military equipment human capital, building a reasonable quitting mechanism to relieve pressure of military equipment human capital.
