Since the Nineties of the 20th century, there have been keen competition in science and technology, economy and military affairs in different countries of the world. Practice has proved that the competition is, in the final analysis, the one of military talents. Military talents are, all through the ages, the most important factor in the army fighting power. However, by comparing the PLA with the foreign armies, especially those of the developed countries, we think the biggest gap is at mechanism on cultivating and allocating talents. Therefore, the cultivation of military talents is regarded as one of the important contents in the troops construction in the military strategy principle of our armed forces during the new period, and from the point of economics, it is to promote the formation of Military Human Capital (MHC) and generate the immense fighting power.Using the Human Capital theory for reference, the thesis focus on the MHC, try to study the formation of MHC (F-MHC) systematically, aiming at structuring the theory framework about F-MHC. It makes study by combining the theoretical analysis with empirical evidence analysis. Five parts are included. They are: (1) The theoretical connotation of MHC. By probing the conception of Human Capital, the first part defines the conception of MHC, demarcates the types and analyzes the features. It is military, timeliness, general, indirect, public, non-flowing and high-level to MHC. The part is the theoretical basis of step-study. (2) The demand and supply analysis of MHC in China. On the one hand, the demand of MHC (D-MHC) varies with the necessary demand of national defense. Analyzing the situation of World ,we have found that the demand of national defense is rising after the World War II .especially in recent twenty years, so D-MHC is rising, too. On the other, some factors influence the supply of MHC (S-MHC), such as investment costs of MHC, the technology of military education and the investment in military education, etc. As a result, S-MHC is descending. Then it is necessary that we accelerate the production and promotion of F-MHC. (3) The elements and forms of the investment in MHC (I-MHC) in China. The third part discusses the peculiarities and elements of I-MHC. The elements of I-MHC include capital and service, human capital, time and the technologies to produce MHC. Furthermore, this part analyzes and evaluates some forms of49I-MHC, such as education, military training, health and flow, etc. (4) The rational research on the costs and returns of MHC in China. The fourth part analyzes the costs and returns of some forms of I-MHC, including education, military training, and flow of MHC, and makes an overall analysis of the particularity of investment-return in MHC. (5) The choice between the policies or systems on promoting F-MHC in China. In order to promote F-MHC in China, the fifth part studies the reformation of systems about the military college education, the military training, the flow of MHC, the armyman's wage and social security.
