The Theory And Practice Of Value Oriented Diplomacy After Abe Government

After becoming Prime Minister of Japan, Shinzo Abe brought up proactive foreign diplomacy, and Values oriented Diplomacy which is a part of Proactive Diplomacy is the innovative point. So there are many scholars who are following this new trend of Abe diplomacy through some paper and they also have made lots of achievements for example Japan's"Diplomacy Based on Value"and China which is written by Huang Dahui Renmin University of China, On Japan's"Values oriented Diplomacy"which is written by Liu Jiangyong Institute of International Studies of Tsinghua University and so on.As time goes by, the political situation of Japanese has changed a lot. It has weakened the powerful status of the executive union which is made up by Liberal Democratic Party and Komeito as the failure in house election and Japanese politics come into the era of twisted house which the major reason for Abe resigning from Prime Minister. After Yasuo Fukuda being the new prime minister, his practical conservative diplomacy is very different from Proactive Diplomacy which is carried out by Abe and Taro Aso. So we should think about the destiny of Value Oriented Diplomacy in post-Abe and how can Yasuo Fukuda make balance between practical policy and Proactive Diplomacy.Firstly, this paper expresses the conception of Value Oriented Diplomacy on the angle of theory origin and diplomacy origin. Secondly, I analyze the Value Oriented Diplomacy which was carried out from Abe on the angle of history, diplomacy practices and intentions.This paper can be divided to three parts. The first part includes chapter one and chapter two which express the conception of Value Oriented Diplomacy and recall this kind of diplomacy carried by Japanese government.The second part include chapter three, four and five, and they analyze the diplomacy practices, intentions and the attitude of Yasuo Fukuda to Values Oriented Diplomacy separately. I also analyze the Values Oriented Diplomacy on the angle of the values oriented diplomacy which is propagated in foreign affairs situations, and practical diplomacy which arms the Integration of East Asian Regions with the extensive sense of value which is accepted by Japanese. The key content of this paper is the intention of promote the Values Oriented Diplomacy since the administration of Shinzo Abe. And I analyze this content from protecting the rise of China, promoting the influential power of Japan, developing Japan- EU relationship, protecting the history problems. After Yasuo Fukuda becoming the Prime Minister of Japan, he thought the international situation again and brought up the new diplomacy conception which is Synergies Diplomacy. And this is not only back to the traditional Japanese diplomacy, but also is the innovation in its diplomacy circle.The last part values the future of Values Oriented Diplomacy briefly. As a member of the Western Countries, Japan will not give up its diplomacy resources no matter it still propagating its Values Oriented Diplomacy or not. So we should make good preparation for the new diplomacy policies such as the standards of freedom, democracy, market economics and so on.
