This thesis summarizes Chinese scholar's literature on value-oriented diplomacy, and, based on it, the author tries to definite the value-oriented diplomacy. It argues that values have a profound impact on diplomacy through different diplomacy actors, values and diplomacy interact with each other, and cultural values defines key foreign policy options and bring about effects on foreign policy through different actors and different ways. By taking the EU countries'value-oriented diplomacy on China for example, this thesis indicates that the interplay between vales and economic factors has become one of the major obstacles for the China-EU relationship. It also traces the origins and developing process of the Western values context, with a special purpose of revealing the discrepancies of China and the EU value-oriented diplomacy and the spiritual meanings of their conflicts. The thesis analyzes both "universal value" and "Western universalist values", and points out the deficiencies of China's response to the Western value-oriented diplomacy, with a suggestion of reconstructing the wide-recognized core values in order to protect China's national interests and promote its international image.The thesis consists of a preface, five chapters and conclusion. The first chapter deals with the academic literature review on the value-oriented diplomacy by Chinese scholars, and summarizes the various concepts of value-oriented diplomacy and the academic hot points and views from both Chinese and foreign scholars.The second chapter deals with the relationship between culture value-oriented diplomacy and diplomacy, i.e. how culture value-oriented diplomacy influences diplomacy, and what's the counteraction. This chapter first discusses the role culture value-oriented diplomacy to define diplomacy, and then introduces the decision-making model about it. The third chapter reviews both the China and the EU value-oriented diplomacy practices in recent years. By a brief review of EU countries'value-oriented diplomacy on China, this part believes that the EU's attack on China could not be simply classified as value-oriented diplomacy in majority of the cases, because the EU countries are used to play two cards:"value-oriented diplomacy" and "economic pressue".The fourth chapter deals with the deeper reasons for using the value-oriented diplomacy, which means the differences between China-EU culture value-oriented diplomacy and people's different views on the "Universal Values". By introducing the origins and historical development of the EU values, this chapter indicates the spiritual causes of the conflicts the value-oriented diplomacy between China and the EU; then, a comparative analysis is made between China-EU value-oriented diplomacy. This chapter ends with the dialectical analysis of "universal value".The fifth chapter deals with how China to respond to the diplomatic offensive conducted by the EU countries, which can be assigned to policy analysis and policy recommendations. This chapter points out that China urgently needs a wide-accepted and recognized core values, and rebuild the soul of China's diplomacy to face the Western ethical attacks. In addition, Chinese diplomacy should have a better use of the internet and social forces to show China's image in the cyber world.In the conclusion, the thesis expresses some concerns for the development of China's diplomacy, and further points out that a close look at the new development and new situations of international politics and the value-oriented diplomacy in the international exchange are highly recommended.
