The institution reform, a major part of administrative reform, finds its root at the township level. Based on the practice of township institution reform in Weifang City, and under the guidance of relevant political and administrative theories, this dissertation deeply probes into the operational mechanism and problems existing in the current township institution, with a view to seeking a feasible approach to the reform of the township institution.The first part summarizes the past research on the township institution reform. The focus of the past research is on the transformation of township function, the reform of government bodies, the reassignment of personnel as well as the reform of the system of township institution.The second part reviews the township institution reform in Weifang City from a historical perspective, and analyzes the problems of the institution, the necessity for the reform, and the progress and effect of the reform.The third part analyzes the problems in the current township institution reform and their causes. The problems are mainly profit motive, unscientific establishment, low quality personnel and structure bloat. The fundamental cause for them is China's administrative system, together with such macro aspects as the particular traits of the township, its vague functions, too large jurisdiction and pressurized system as well as such micro aspects as the limited control on staffing, conventional thinking of agency establishment and the difficulty in personnel reassignment.The fourth part puts forward the solutions to township institution reform. The foundation is to improve the relationship between governments and the relationship between governments and society for the construction of smooth administration. Firstly, set a reasonable target for the reform which suits to the fact that the small-scale farming economy and villages will exist for a long time in China; secondly, considering the direct communication with the masses, scientifically define the function of township, strengthen its service orientation and supply more public goods to the countryside; thirdly, to make institutions and staffing in compliance with the functions, further merges the towns, streamlines the institutions and reassign the redundant staff; last, promote the administrative system reform on the whole, such as that at county level or above, to solidify the effect of township institution reform.
