| Under the complex and changing social situation,primary-level governments play an increasingly prominent role in implementing the mass line and protecting people’s livelihood by the Communist Party and the country.As a kind of important human resources,grass-roots civil servants have been communicating with the masses of all sorts in the front line with heavy tasks,which results in job burnout easily.With regard to this,taking the primary-level governments in Weifang City as the object of research,this paper focuses on discussing the status quo and influencing factor of job burnout and proposes feasible opinions on improving the job burnout of grass-roots civil servants from the perspectives of individual,organization and society,which provides theoretical basis for the quantitative analysis of job burnout as the important method to stimulate the work potential of the grass-roots civil servants in Weifang City.This paper refers to the past measurement scales about job burnout based on the related theories of job burnout and distributes questionnaires to the grass-roots civil servants by using normative research and empirical research.According to the results of investigation and analysis,the grass-roots civil servants in Weifang City show low level of job burnout and are mainly characterized by emotional exhaust.In the meantime,combining with the analysis of actual interview results,the causes of job burnout involve the levels of individual,organization and society.At the individual level,the causes include high pressure,mismatching between personal features and posts,inadequate personal adaptive ability,unreasonable personal career planning and troubles brought by interpersonal relationship.At the organization level,there are some problems such as low compensation,imperfect assessment mechanism,no efficient reward and punishment mechanism,blocked promotion mechanism and incomplete flow mechanism.At the society level,there are various causes such as inadequate social support and new challenges brought about by the transformation in the administrative system.In order to practically bring the potential of grass-rooted civil servants into full play and improve their work efficiency,it is necessary for individuals to reasonably plan career,improve the professionalism and performance ability and strengthen anti-pressure ability,while organizations shall perfect compensation and welfare guarantee mechanism,explore reasonable assessment,reward and punishment mechanisms,optimize the grass-rooted election mechanism and establish the psychological adjustment mechanism.Besides,the society shall construct social support,continue to improve the administrative ecology and reduce the job burnout level through multiple efforts. |
