The Study On Local Interests Coordinating Mechanism Of Governing The Cross-Regional Affairs

As the deepening of China's integration into globalization and the advancement of market-oriented reforms and the building of socialist democratic politics, especially in the background of international financial crisis, the local protectionism rises and the local differentiation has deepened. But the Non-standard cooperation of local government failed to reverse the situation of the disorders. Rational behavior of individual local governments has become non-rational behavior in the inter-regional governance of public affairs. This leads to a large number of inter-regional public issues can not be resolved. However, the study of governance of inter-regional public affairs is rare in perspective of interests. Therefore, the author brings forward the subject of"The Study on Local Interests Coordinating Mechanism of Governing the Cross-regional Affairs", and hopes to make efforts for the coordination through this subject.In this paper, the theoretical bases of the coordination of local interests are sorted out and the game between local government and central government, local governments and local governments are analyzed by the Prisoner's Dilemma theory. And the problems of the coordination of local interests are summed up and the reasons of imbalance of the local interests are excavated. Such as lack of legal systems, the performance appraisal system pursuits the economic performance and the organization haven't played its role. On the basis of referencing developed countries'experience, the author put forward the scheme of this subject. By the guidance of scientific concept, the concept of regional governance has been reshaped and the"Economic Region"concept has been diluted gradually. We should focus on strengthening cross-regional issues for the formulation and implementation of public policies, explore the way of the coordination of interests and broaden the channels of communication. At the same time, we should perfect the system, such as the taxation system, performance appraisal system and the legal system. Finally, it is necessary to build a network-like inter-regional system from central to local authorities, from non-governmental organizations to public. This paper aims to explore scientific, rational and effective coordination mechanism to regulate the local government's profit-driven, so as to resist the external impact of international financial turmoil.
