Innovative Research On Cross-regional Administrative System

Regional administration is a creation in function of local governments in China to meet the demand of market economy development .It is also coordination of relationship among local governments, to realize a reasonable and effective disposition and utilization of social resources, and cooperation among local governments through linkage of common benefits. It plays a key role in the unitization and development of the regional economy.The emergence of it is caused by the demands of such realities : Firstly, with an acquisition of the subject qualification and the extension of decision in making powers, the local governments has got desire to seek a new system arrangement to suit economic development. Secondly, in the developing process of modern economy, the solely reliance on internal resources and input/output of internal elements would not satisfy the demand of economic development; a policy of complementarity and coordination must be taken. Thirdly, in such a government-leading marketization process as in China, the government bears the responsibility of nurturing and perfecting the market system, and the responsibility to coordinate relationships among local governments with standard and stable system arrangement. Fourthly, in regional economic development, the benefits of local governments is made by mutual reliance and binding. If the coordination and cooperation is strengthened, the common benefits of local governments will be realized.But the faction is very different. The administration barrier is virtually existed. The severe competition among the administration districts impacts on the cooperation and linkage between the local governments, the acts as the main barrier to the regional economic rearrangement and development. So some new ideas emerged to solve those problems. Only the coordination and cooperation is strengthened, the common benefits of local governments will be realized. They have got an agreement about this point.A breakthrough is made in the methodology of the static and system of administration in this dissertation. It explores regional administrative problems with a focus on the view point of a dynamic breakthrough in the administrative distribution and integrative space. With a visual angle of the transition of intergovernmental relation resulted from a multi-subject of public administration, regional economics, systematic economics, new economic geography and so on, study and estimate the contemporary China's horizontal relationship development situation among the local administrative districts. Demonstration study and quantity analysis are development situation on the basis of experimental al analysis and qualitative analysis, with reference of regional administration development situation in the United States, Canada, England etc. A creative of plural and compound regional administrative model is proposed on the basis of borrowing experience from foreign regional administrative model with the historical undertakings and reality of intergovemmental cooperation in the Chang Jang River Delta area. Many actual ways belong to this scheme, such as regional committee for special subject.The scheme of this dissertation is that: the first part, solving the basic problems of regionalism by telling us the meaning and the history of it. If we know all of them, we will find the reason why the current regionalism can't meet the demand of the development. Next, analyzing the brief reasons of this problem is to make three main principles emerge. They are: It must be coincide with the situation of China. It must happen in the proper time and proper place. It must be appropriate. Then, the author proves the impossibility of the idea about contracting province by taking the principles as foundation. So, two new ways emerge: the hard way and the soft way. The hard way includes many actual methods, such as constructing the regional committee for special subject. Demonstration study and quantity analysis are development situation on the basis of experimental analysis and qualitative analysis, with reference of regional administration development situation in the United States, Canada. Then the author compared them to make better ways for our country by taking Chang Jang River area as an example. Meantime, the soft way is also include many methods. For example: the cooperation of local, governments about certain subject, the common discussion of local governments and so on. The purpose of author is to find the best way to solve this problem which is suit the current situation of China. So the conclusion is that we should choose regional administration as the best way of local administration system's re-arrangement and combined with abroad properly.This dissertation focuses on the research into how to break the limits of the regional administrative classification, eliminate all kinds of negative elements existing in the policy and system environment, build up an effective communication and cooperative system between the local governments in the course of economic integration. With a point of view of governmental market administration, this dissertation also aims at a study on how to create an inter-regional and seamless system layout on market management and comprehensive development in purpose of forming a network of more reasonable and effective social administration and resources distribution, to form a regional administration and resources distribution, to form a regional administration of effective system arrangement by realizing regional interest balance, assurance of regional coordination and development.
