Along with scholars' in-depth researching and practicing of the application of psychological contact in enterprise, the important role that psychological contact plays in the human resource management attracts widely attention day by day. In this paper, we try to introduce and discuss the concept and characteristic of psychological contact, which combines with the achievement effect manages of the civil servant, in order to conclude the forming mechanism of effective psychological contact, which would help to improve the achievement effect manages and let the government get a better target.This paper consists of six parts, which respectively retrospect the forming background,purpose,meanings and developing course of psychological contact and achievement effect manages, discuss the application practice and profit of psychological contact in nowadays enterprise, analysis the feasibilities and possibilities for government to build favorable psychological contact,and had a investigation to the achievement effect manages of the civil servant in Nanning municipality, ask a question about can't be clear and definite the aim of check the achievement effect,the systems of supporting the achievement effect manages incompletes,lack of an scientist and reasonable method of check of achievement effect,the index of the check of achievement effect unclear and so on. Finally, provides some idea and suggestion for building favorable psychological contact between civil servant and government sector, such as encourage the civil servant to take part in the achievement effect manages, carry out the tutoring and training for the civil servant, and improve the mechanism of the communication and feedback.
