For the moment, China’s public sector are positive changes in the administrative system, but it will be especially affected civil servants’loyalty to the government, satisfaction of their own work, and the entire organization innovation in transition period. So the reform must be careful, otherwise, it will cause serious consequences. Psychological contract is focused by more and more scholars, particularly in the research of human resource management. Many scholars researching organizational behaviour consider that psychological contract is very useful in the administrative system reform, and has a profound impact on the performance of civil servants. Nowadays, there are many countries in the world carrying out the reform of the administrative system. It can be said that this reform is a kind of government reconstruction movement. Our government encounters a dual problem in the current reform. Firstly, the administrative system itself is imperfect. Secondly, regulations related to the administrative system are deficient. Therefore, employing psychological contract in government system reform will be able to improve the relationship between governmental organizations and civil servants efficiently, thereby enhancing the loyalty of civil servants of the government, the satisfaction of their own work, and improve the management level of governmental organizations. At the same time, in the civil servant’s performance management, considering the influence of psychological contract will truly "people-oriented" concept of practice, will make the performance management more effective.The article is divided into six parts, introduces the research background, purpose, significance and research at home and abroad of psychological contract. On the psychological contract and government performance management theory as described, analyzed the feasibility of establishing a good psychological contract in the civil servants performance management, and strengthening and improving the necessity of government human resources management, at the same time, dialectical relation of psychological contract and civil servant performance management of the two analyzed. The investigation in Anqing city civil servant performance management status, analysis of the status and problems of Anqing civil servant performance management based on psychology contract, put forward the purpose of performance appraisal is not clear, the performance management supporting system is not perfect, the lack of scientific and reasonable performance appraisal method, performance appraisal is not clear, performance results application problems and so.Finally, aiming at some problems of Anqing civil servant performance management, put forward to the people as the structure of psychological contract, the construction of scientific performance management system, improve the civil service performance management system to guarantee the measure and so on.
